Manager – OSP Planning, Engineering & Construction

The Manager of OSP Planning, Engineering, and Construction is to lead and be responsible for the planning, designing, and execution of all outside plant initiatives (Fiber to the Premises buildout and Hybrid Coax upgrades) and GIS. This role oversees the design, deployment, and expansion of fiber infrastructure, ensuring projects are delivered safely, on time, within budget, and aligned with company growth objectives. This leader partners cross-functionally to support scalable network expansion while maintaining high standards of quality, compliance, and operational efficiency.

This role directly impacts how we deliver on our promise to our customers and communities. By building and maintaining a high-quality fiber network, this leader helps ensure Lightcurve remains a trusted provider and continues to deliver exceptional internet experience.

Key Responsibilities

Strategic Leadership

  • Lead the long-term strategy for fiber network construction and engineering to support Lightcurve's growth and community impact
  • Champion innovative approaches to fiber deployment that improve speed, efficiency, and customer experience
  • Ensure all initiatives align with Lightcurve's Purpose and Values

Construction Management

  • Oversee all phases of fiber construction (aerial, underground, and inside plant) with a strong commitment to doing the right thing—every time
  • Ensure projects are delivered safely, on time, and within budget
  • Hold contractors and vendors accountable to Lightcurve's quality, safety, and ethical standards
  • Establish consistent construction practices that reflect operational excellence

Engineering & Design Oversight

  • Lead engineering teams in designing scalable, high-performance fiber networks that support best-in-class customer experiences
  • Ensure designs meet regulatory standards and future capacity needs
  • Oversee GIS mapping, route optimization, and system integrity
  • Approve technical designs that prioritize reliability and long-term value

Project & Program Leadership

  • Drive cross-functional alignment across Operations, Sales, Finance, IT, and Customer Care
  • Implement structured project management practices to ensure visibility and accountability
  • Provide clear, consistent communication to stakeholders on progress, risks, and outcomes
  • Break down silos and promote teamwork to deliver results efficiently

Regulatory, Safety & Compliance

  • Ensure compliance with all federal, state, and local regulations
  • Oversee permitting, right-of-way coordination, and inspections
  • Promote a strong safety culture where employees and contractors return home safely every day

Financial Stewardship

  • Develop and manage capital and operational budgets responsibly
  • Drive cost-effective solutions without compromising quality or customer experience
  • Evaluate ROI to ensure smart, sustainable investment in network growth

Qualifications

Education & Experience

  • Bachelor's degree or better in Engineering, Telecommunications, Construction Management, or related field (or equivalent experience)
  • 5+ years of experience in fiber network construction and/or engineering
  • 5+ years in a leadership role managing teams and large-scale infrastructure projects

Technical Expertise

  • Strong knowledge of Fiber to the Premises, Hybrid Fiber Coax, and Fiber transport networks (design and implementation)
  • Experience with aerial and underground construction practices
  • Familiarity with GIS systems, permitting, and utility coordination
  • Understanding of industry standards, safety regulations, and compliance requirements

Location, Physical & Work Requirements

  • This position will require a combination of time spent in field, minimum 2-3 days per week in office, and the possibility of some remote work after an initial 90 day evaluation
  • Must be able to perform extended periods of time sitting/standing, typing, and viewing computer screens. Regular time will be spent driving, walking, reaching, stooping, twisting, and occasionally lifting to 75 pounds
  • Willingness to work flexible hours, including evenings or weekends, to meet important deadlines when required

Compensation

  • This exempt position pays $123K-$145K annually
  • 401K + Matching
